“Half of local charitable foundations plan to give at least the same amount in grant money this year as in 2008, despite the fact that close to 90 percent have experienced declines in their endowments” …  “About half the organizations have begun taking steps to reduce costs, by way of staff reductions, salary freezes or other measures.”
